SUBJECT:                                          Consideration of Approval of the Agreement Between the County of Lake and Community Development Services for Preparation of a Comprehensive Community Development Block Grant Fire Recovery Funding Implementation Strategic Plan And Related Activities

 

EXECUTIVE SUMMARY

On December 20, 2016, your Board approved a second amendment to CDBG contract #12-CDBG-8395, increasing General Administration by $10,000 and decreasing a Planning and Technical Assistance (PTA) Study by $10,000.  You also approved the transfer of the remaining $40,000 in PTA funds from a Lampson Field Industrial Park Development Plan to a Cohesive CDBG Fire Recovery Funding Implementation Strategy Plan.

 

These changes in our grant were made to hire a consultant to assist the County in planning and applying for funds made available by a special Disaster Recovery Notice of Funding Availability (NOFA) for the Federally Declared September 2015 Butte and Valley Wildfires issued  August 30, 2016 by the Community Development Block Grant (CDBG) Program.  The County of Lake was allocated the sum of $7,592,000, based on the number of destroyed single-family homes in our county.  All funding applications must be submitted within one year of the NOFA release, or no later than September 1, 2017, and there must be a direct link between the fires and the requested activity.

 

On January 6, 2017, an RFP was released to select a consultant to Prepare Grant Applications and a Comprehensive Strategic Plan for Selecting and Funding Priority Projects Using CDBG 2016 Valley Wildfire Disaster Recovery Funding.  Proposals were due January 27, 2017, and only one proposal was received.  On February 6, 2017, a request was sent to CDBG staff for approval to award a contract to Community Development Services (CDS).

RECOMMENDED ACTION:

Staff recommends your Board approve the Agreement Between the County of Lake and Community Development Services for Preparation of a Comprehensive Community Development Block Grant Fire Recovery Funding Implementation Strategic Plan And Related Activities, authorizing the County Administrative Officer to sign the agreement once CDBG staff has approved the sole source request to enter into an agreement with Community Development Services.
