SUBJECT:                     (a) Waive the formal bidding process, pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of goods or services; and (b) Approve the purchase of a NetApp Server for the Lake County Jail/Hill Road Facility as per the Recommendations of the Information Technology Director, in the amount of $44,286 from the Sheriff/Jail Budget 2301 object code 62.74 and authorize the Sheriff to issue a purchase order.

EXECUTIVE SUMMARY:   The Sheriff’s Department requests your Board’s approval to purchase a server for the Lake County Jail along with sufficient storage for the video and audio files.

The Lake County Jail has approximately 70 cameras, several of which have audio capabilities. Each of these cameras records 24/7. The Lake County Jail does not currently have a dedicated server for this surveillance system. There are several computers throughout the jail that provide a short term solution. The current storage capacity is extremely deficient. This limited storage capacity can impact litigation, investigations (criminal, Prison Rape Elimination Act) etc.

The California Local Government Records Management Guidelines recommend 25 months of storage capacity for jails. This server upgrade will provide approximately one year of storage. Although this server upgrade will not provide the recommended capacity it will form a base for future expansion in the coming years.

We are asking that you waive the formal bidding process, as per the Information Technology Director, it would not result as an economic benefit to the county because with both Dell and Netapp, they use preferred partners, and give preferred pricing to the partner that ‘registers’ the deal.  In this case, that partner will be BerkComm.  Getting any more bids, in this instance, will be inconvenient for the vendor and the County as their pricing will definitely come in higher than the registered partner.  This bid has been recommended and approved by the Information Technology Director.
