SUBJECT: Consideration of (a) Waiving the formal bidding process, pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of goods or services; and (b) Authorization for the Public Works Director / Assistant Purchasing Agent to issue a purchase order not to exceed $45,045 to California Compaction Equipment, Inc.

EXECUTIVE SUMMARY: The adopted FY 16/17 budget for the ISF Heavy Equipment Division of the Public Works Department includes an appropriation for the purchase of a pneumatic roller. During the mid-year budget, your Board increased that appropriation after staff was unsuccessful in locating a roller at the appropriated price. Staff has recently located a vendor in the Woodland area that sells used Caterpillar equipment, and they have the model roller we have specified at a very reasonable price. The roller is a 2011, with 529 hours and the engine is California Air Resources Board (CARB) compliant. The cost of the roller is $45,045.00 - including taxes.
Staff has located similar used rollers out of State with prices ranging from $72,500 to $95,000, and we obtained a quote for a new roller of $120,000.
Recommendation
Staff recommends that the Board of Supervisors determine that a) due to the unique nature of the piece of equipment, and the fact the equipment is used and difficult to locate, it is in the public's interest to waive the normal bidding requirements for the purchase of the pneumatic roller, and b) to authorize the Public Works Director / Assistant Purchasing Agent to issue a purchase order not to exceed $45,045.00 to California Compaction Equipment, Inc.
