SUBJECT: Consideration of Concession Agreement for Coffee Kiosk Services by and between the County of Lake and Jitter Bean Coffee
EXECUTIVE SUMMARY:
The Board approved a three year contract with Rico Aroma to install a coffee and retail food service kiosk in November of 2013 after a public bidding process. Over the last year the vendor has struggled with maintaining consistent hours and levels of service, therefore staff decided to open the public bidding process again to discern interest from other local vendors. Requests for proposals were sent out in February, and subsequently multiple interested vendors were identified. Jitter Bean Coffee, which currently operates a highly successful drive through coffee shop on South Main Street, was identified as the winning bidder.
Jitter Bean Coffee’s proposal includes an expanded menu with a greater variety of drinks, as well as breakfast options. The business owner has arranged with the current vendor to purchase the existing kiosk set up, minus the equipment. Jitter Bean Coffee proposes paying $200 per month in rent for the location over a three year contract. As with the current vendors contract (expiring March 17th), the agreement includes a provision of water service, electrical service and wastewater service by the County.
