SUBJECT: (a) Consideration of Resolution Amending Resolution No. 2016-145 Establishing Position Allocations for Fiscal Year 2016-2017, Budget Unit No. 5011, Department of Social Services; (b) Consideration of Resolution Amending Resolution No. 2017-28 and Resolution No. 2016-145 Establishing Position Allocations for Fiscal Year 2016-2017, Budget Unit No. 4014, Department of Behavioral Health; and (c) Consideration of Appointment of Interim Behavioral Health Director to Behavioral Health Administrator/Acting Behavioral Health Director.
EXECUTIVE SUMMARY:
(a) Your Board recently hired a new Social Services Director Appointee who will start work on April 17, 2017 for training and transition purposes with the retiring incumbent, and will take over as Director on May 2, 2017. Adoption of this Resolution will enable the temporary allocation of the Social Services Director Appointee for training and transition purposes with the outgoing Director.
(b) Adoption of this Resolution will delete the existing Behavioral Health Director allocation and replace it with the new dually titled classification, Behavioral Health Administrator/Acting Behavioral Health Director.
(c) With the change described in b) above, your Board can then take action to appoint the Interim Behavioral Health Director as the permanent County department head for the Behavioral Health Department, with the dual title of Acting Behavioral Health Director for state purposes.

(a) Social Services has sufficient salary savings to cover this cost with no adjustment to budget and there is no County cost associated with this temporary allocation.

STAFFING IMPACT (if applicable):
(a) Adds one limited term Social Services Director classification for training and transition purposes. The limited term allocation ends May 2, 2017.
(b) No net change in position allocation for Behavioral Health - retitling of the Department Head classification only.
(c) Enables appointment of Interim Behavioral Health Director as the permanent County department head for the Behavioral Health Department.
Recommended Action
RECOMMENDED ACTION:
(a) Adopt Resolution Amending Resolution No. 2016-145 Establishing Position Allocations for Fiscal Year 2016-2017, Budget Unit No. 5011, Department of Social Services;
(b) Adopt Resolution Amending Resolution No. 2017-28 and Resolution No. 2016-145 Establishing Position Allocations for Fiscal Year 2016-2017, Budget Unit No. 4014, Department of Behavioral Health; and
(c) Appoint Interim Behavioral Health Director Todd Metcalf as permanent County department head to the Behavioral Health Administrator/Acting Behavioral Health Director position.
