SUBJECT: Consideration of Resolution Authorizing and Designating Special Districts Administrator, or her Designee, to sign and submit a Funding Agreement and any Amendments thereto for Funding under the State Water Resources Control Board for Planning and Design of the County Service Area No. 2, Spring Valley Water System Distribution System Improvements in the amount of $500,000.
EXECUTIVE SUMMARY:
County Service Area No. 2, Spring Valley water System (CSA2) has an old distribution system that is in need of modernization.

In 2014, CSA2 received a $960,000 Proposition 84 Integrated Regional Water Management (IRWM) DROUGHT GRANT from The State Water Resources Control Board. Although the funds were not sufficient to replace the entire distribution system, we were able to replace parts of the system that were in the worst condition and loop a portion of the system to provide improved water quality and less line flushing. The Emergency Drought Grant funded project was a success as we are realizing approximately 30% reduction in the amount of water being produced.

Now that the IRWM Grant project has been completed we can focus on the remaining areas of the distribution system. There are some old, deteriorated, mains in the distribution network which should be replaced with modern materials. Compounding the problems is the varied terrain of the community. The pressure in the system must be high enough to maintain State mandated minimum pressures at higher elevations. This results in high operating pressures in the lower elevation areas of the community further stressing the aging infrastructure.
