SUBJECT: Adopt Resolution Approving Agreement No. 16-0696-SF between the County of Lake and the State of California, Department of Food and Agriculture, for Compliance with the European Grapevine Moth Detection Program and authorize the Chair to sign the agreement.
EXECUTIVE SUMMARY:
On March 2, 2017, the Lake County Agricultural Commissioner's (LCAC) office received an unexpected email from California Department of Food and Agriculture (CDFA) requesting that they deploy European Grapevine Moth (EGVM) insect detection traps in all commercial wine grape vineyards beginning April 2, 2017. CDFA instructed LCAC to draft their budget, showing CDFA reimbursing LCAC the full cost and to submit it as soon as possible in order to meet the deployment target date. On March 16, 2017, the LCAC submitted a budget of $23,910 to CDFA. LCAC received the Agreement from CDFA on April 14, 2017.

The EGVM is a serious international pest of commercial wine grape production. An infestation can result in quarantine (wine grapes). It was first discovered in Napa County in 2009, and it eventually spread to Sonoma and Mendocino counties. Fortunately, this pest was eradicated in 2016. However, to insure that they have been eradicated, the CDFA has requested that all counties with commercial wine grapes begin detection trapping again, beginning April 1st through August 31st.
