SUBJECT: Approve Agreement between the County of Lake and TruePoint Solutions, LLC for On-Going Service and Support to update and modify Accela software in the amount of $43,200; and authorize the Chair to sign.
EXECUTIVE SUMMARY:
The Community Development department contacted three consulting companies who specialize in Accela software to update and modify templates within the County system. TruePoint was the least expensive and the best in what they provide. TruePoint is a privately held software and solutions company based in the Sacramento region. They bring a level of experience designing, developing, implementing, and supporting complex government IT solutions, with over 16+ years of public sector IT experience.
TruePoint came in and evaluated our needs and gave us a cost estimate of $43,200 at a rate of $160/hour. The reason their rates are significantly lower is that Accela business model is based on the individual Best Practice Templates (BPTs); TruePoint works with the local government and modifies just a few BPTs that address a wide range of the permitting needs.
We also contacted IK Consulting in Tucson, AZ for a quote. Their rate is also $160/hour but they did not give an estimate of the total costs. In addition, they indicated that they were busy now and it would be 6 to 9 months before they could get started.
We contacted a third firm, Byrme. To date they have been unresponsive.
