SUBJECT: Consideration of an Agreement with Foster Morrison Consulting, Ltd for the Lake County 2018 Hazard Mitigation Plan update at a cost not to exceed $97,251

EXECUTIVE SUMMARY: On February 1, 2017, the Sheriff's Department issued a Request for Proposal (RFP) to Update the Lake County Hazard Mitigation Plan. The County's plan is set to expire in March 2018. The RFP was posted on both the Sheriff and County's websites, in addition to being sent to several vendors. Six proposals were received for consideration: Andrew Petrow, Michael Baker International, Complete EM, Tetra Tech, Navigating Preparedness Associates and Foster Morrison Consulting.

On March 20, 2017, a Consultant Selection Board (CSB), consisting of Public Works Director Scott DeLeon, EMCC member Vonn Fuqua, Lake County Fire Chief Willie Sapeta, Special Districts Administrator Jan Coppinger, OES Manager Dale Carnathan, Lakeport Fire Chief Doug Hutchison, Lake County Undersheriff Chris Macedo and Sheriff/Coroner Administrative Manager Mary Beth Strong reviewed each of the proposals in great detail. Two Consultants were chosen to meet with the CSB on April 5, 2017 for an in depth interview. Michael Baker International and Foster Morrison Consulting both prepared presentations. A decision was made to award the contract to Foster Morrison Consulting.

A contract was prepared and is currently under review by Foster Morrison and County Counsel. Due to time constraints, this item is being placed on the agenda at this time and a signed contract will be available at the time of your Board meeting on May 16, 2017.

Staff will be available to answer any questions from either your Board or members of the public on this date. It is requested this item be presented as a timed item.
