SUBJECT:                     Consideration to (a) Waive the formal bidding process, pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of goods or services; and (b) Approve purchase of Core Network Switch and Server package and professional services through state GSA CMAS contract from ConvergeOne in the amount of $128,859.94. 

 

EXECUTIVE SUMMARY:

The Information Technology Department is seeking to replace the County’s core switch and some of its server infrastructure. These upgrades will allow for better performance and supportability in the future. We have selected a solution and vendor that will meet the County’s needs.

 

The current core switch that serves the County is now over 11 years old. This device lacks the capacity and performance to support future workloads.  It also lacks a level of redundancy required for continued operations in the event of certain failures. By moving to a new platform, we can ensure the best performance and resilience for the county network.

 

Our current primary server cluster is suffering from slow performance due to the growth of demand for services.  We have identified a solution that will provide for much higher performance while also allowing us to scale capacity in the future. This will also allow us to consolidate server resources for our VOIP system which will also save on maintenance and hardware acquisition costs in the future.

 

Because the County has standardized on Cisco networking and VOIP, we are seeking to replace our current Cisco Core Switch with a newer, faster model manufactured by Cisco.  The manufacturer has put together a package that is extremely cost effective for our budget.  We are asking that your Board waive the normal bidding requirements because there would be no economic benefit to the County in doing so.  The vendor proposing the solution is providing the system through the GSA CMAS contract.

FISCAL IMPACT (Narrative):

Maintenance contract costs of approximately $5,211/year for network components (a reduction over current maintenance costs of $590), and $2,412/yr for server components.  Software licensing/maintenance is included for first three years
