SUBJECT: Consideration of the Quagga and Zebra Mussel Infestation Prevention Fee Grant Program FY 2016/2017 Application and Funding Agreement Resolution

EXECUTIVE SUMMARY:

Staff is requesting the Board of Directors of the Lake County Watershed Protection District (District) to consider a resolution authorizing the Water Resources Director to file a grant application and execute a grant agreement with the California State Parks Division of Boating and Waterways. The document should have been included with the original grant paperwork but was overlooked in the submission process.

The Lake County Watershed Protection District (LCWPD) applied for grant funding in the amount of $312,606.06 to support the following four tasks:

1. Continue funding the current eight boat ramp monitors for the two-year funding cycle.
2. Continue funding the current two boat ramp monitor coordinators for the two-year funding cycle.
3. Send four boat ramp monitors to Watercraft Inspection Training, Level II, Inspection/Decontamination, by the Pacific States Marine Fisheries Commission in San Mateo, CA.
4. Send Mark Miller, Water Resources Technician, to Watercraft Inspection Training, Level III, Trainer Training, by the Pacific States Marine Fisheries Commission at Lake Mead, NV.

Grant funds are reimbursable with no match required but encouraged. The State does not allow grant recipients to use grant funds for project management; therefore staff time for project management in the amount of $7,000.00 will be used as match.
