SUBJECT:                     Consideration of Group Insurance Committee’s recommendation to add the Carrum Health option to the EIA Health plan for employees and authorize Human Resources Director to take steps necessary to add this benefit.

 

EXECUTIVE SUMMARY:

 

The EIA Health plan that is the employee health plan for all employees except the Deputy Sheriff’s Association is now offering a voluntary add-on benefit through Carrum Health.

Under Carrum Health specific surgical procedures can be done at centers for excellence (Stanford and Scripps.)  Carrum will cover all transportation, hotel, and meals for the covered patient and a companion to travel to and from the hospital for the surgery.  Additionally, if the covered patient is in the PPO 80 plan there will be no deductible, and no co-pay or coinsurance out-of-pocket costs for the surgery.  If the covered patient is in a high deductible plan the patient will pay only the federal minimum deductible.  There is also a 30-day readmission guarantee that covers in full any related readmission within 30 days.

Additionally, the plan should save the County significantly in claims as there is a negotiated lower fixed price for these surgeries.  Eventually, these savings will result in premium reductions for the health plan as a whole.

This additional benefit is being offered free through the remainder of the 2017 plan year if the County chooses to add the plan.  In subsequent years the cost is $1 per employee per month which will be included in the insurance premium. 

The Group Insurance Committee voted to recommend to your Board that the County add the Carrum Health benefit for the remainder of the 2017 plan year.
