SUBJECT:                                          Approve Long Distance Travel September 24-28, 2017 for 3 staff members to attend the Western Interstate Child Support Enforcement Council (WICSEC) annual training conference in Anchorage, Alaska

EXECUTIVE SUMMARY:

The Department of Child Support Services requests your Board’s approval of long distance travel for 3 staff members to attend the Western Interstate Child Support Enforcement Council (WICSEC) annual training conference in Anchorage, Alaska.  The conference dates are September 24-28, 2017.  Child Support Supervisor Deana Clausen, Staff Services Manager Cindy Vanlanen, and Interstate Child Support Officer Merilyn Wright will be attending.  The estimated cost is $3,700.  The cost is budgeted in this year’s budget, 2112/29.50.

WICSEC is an organization of public and private child support professionals from the states, tribes, and territories west of the Mississippi.  The purposes are: to foster interstate and inter-jurisdictional cooperation in the establishment and enforcement of child and medical support and the establishment of paternity.  Our out of state/country case load has increased to 15% of our caseload and it continues to grow.  These cases require more specialized handling and knowledge to comply with each state/country requirements.

During this five day event, the participants attend presentations and workshops to enhance their knowledge of interstate/country issues and the latest changes in Federal regulations dealing with: new UIFSA 2008 regulations, custody and visitation, invaluable networking, and the most current information on the national strategic plan and how all of these will affect Lake County.    This early request is to ensure we get the best price on airfare.
