MEMORANDUM

TO: Board of Supervisors
FROM: William Davidson, Director, Lake County Animal Care & Control
DATE: June 6, 2017
SUBJECT: Approve long distance travel for Jena Alvarez and Holly Bray to attend the Equine Investigators Academy in Durango, Colorado

EXECUTIVE SUMMARY:

I would like to ask for your approval to send Animal Control Officers Jena Alvarez and Holly Bray to the Equine Investigators Academy in Durango Colorado between August 28th, 2017 and September 2nd, 2017. Each officer has been awarded a 50% discount off the normal registration fee, which includes room, board, and educational materials, a discounted value of $1,850. Our expense will be ONE tuition fee ($1850) and the flight to and from Durango, Colorado ($950), an estimated total of $2800. Due to permanent salary savings this year, we have transferred the necessary funds into the appropriate account, which will allow us to secure a flight now, rather than wait until after the new fiscal year and risk higher fees.

Code 3 Associates, a non-profit 501 C 3, is associated with the University of Colorado for accreditation and concentrates their educational efforts on training and disaster response. This organization has provided us with multiple scholarships in the past, and has become a key element of our officer training program.

We consider the training being provided an essential part to our Animal Control Officers overall training regimen. Our county is very rural and we experience a high percentage of calls for livestock, particularly horses. This intensive 50 hour course concentrates specifically on equines and their nutritional needs, Body Condition Scoring, first aid and veterinary care, foot and leg care, and many more subjects that are vital to successfully handling horses.
