SUBJECT: Adopt Resolution Prohibiting Parking on State Highway 20 in Lucerne near the intersection of First Street.
EXECUTIVE SUMMARY: The Department of Public Works received a request from the Caltrans District 1 Safety Office to restrict parking along State Route 20 in Lucerne near the intersection of First Street. The property owner of the Lucerne Gas & Service initiated the request with Caltrans. The property owner stated that when westbound vehicles stop briefly to use the park, wheelchair bound pedestrians cannot see around them from the ADA ramp.
Caltrans Traffic Safety staff and Public Works staff conducted a review and concurs that pedestrian visibility can be obstructed if vehicles are parked within 20 feet of the intersection along the east side of State Route 20. The California Vehicle Code (CVC) 22506 allows local authorities to pass an ordinance or resolution to prohibit or restrict parking on a state highway in their respective jurisdictions.
Your concurrence with and adoption of the resolution will allow the placement of the appropriate signs and painting of the curb, which will be performed by Caltrans.
