SUBJECT: Approve Regional Facility Agreement between County of Humboldt and County of Lake for Juvenile Ward Placement in their New Horizons Program for the period from June 1, 2017 through June 30, 2018, for an amount of $188.72 per day/per ward placed, not to exceed $50,000 annually; and authorize the Chair to Sign.

EXECUTIVE SUMMARY:

The Probation Department frequently has the need to contract with out of county facilities for the purpose of placement of juvenile wards that have unusual risk and service needs, committed by Juvenile Court order. We currently have a ward in custody that the Lake County Superior Court has directed us to seek placement for in Humboldt County's New Horizons Program.
New Horizons is an intensive in-custody Mental Health treatment program offered within the secure environment of Humboldt's Northern California Regional Facility. Treatment services include a combination of medication support, individual, group and family counseling, alcohol/drug assessment and counseling, skill development training focused on anger management, moral judgment, correction of thinking errors, social skills and victim awareness. The program includes an aftercare phase, offered to both participants and their families, and includes linkage to the Mental Health System of Care Services, out-patient counseling and/or medication support, and case management services.

Although placement of this ward in this facility is likely to be a Superior Court Order, leaving the Probation Department and County of Lake with few options, the Probation Department does support the placement and believes it to be the proper course of action.
