SUBJECT: Consideration of a Declaration that the Conditions Requiring Spring Valley Water System, CSA #2 be Under a Mandatory Conservation Ordinance No Longer Exist and Terminate Urgency Ordinance #3011.
EXECUTIVE SUMMARY:
Several years of severe drought conditions throughout the State of California caused depletion of the water tables and reservoir that supply the County Service Area #2, Spring Valley Water System. This water shortage constituted a substantial possibility of being unable to produce sufficient water for health and safety to the citizens of County Service Area #2.
To alleviate this problem, County Service Area #2, Spring Valley Water System was placed under stage three of the drought management plan on July 22, 2014. Urgency ordinance #3011 was initiated during severe drought conditions to address water shortages in said area resulting in the system being unable to meet the ordinary demands and requirements of water consumers without depleting the water supply.
In addition to the implementation of the urgency ordinance, Special Districts submitted multiple grant applications on behalf of Spring Valley Water System and a Prop-84 Emergency Drought Funding Grant was awarded from State Water Resources Control Board. This grant provided funds to replace and install approximately 13,000 lineal feet of water main pipe to address water loss minimization in the distribution system. The new distribution lines have been installed and completed. The total project cost of $1,272,000.00 was provided with 75% grant funds.
The new water line and service connections have been installed and are functioning well. The contractor is repairing the roads that were damaged during construction and when that work is complete, the project will be final.
