SUBJECTApprove the Fourth Amendment to the Agreement between the County of Lake and Crestwood Behavioral Health for Adult Residential Support and Specialty Mental Health Services for Fiscal Year 2015-16, for an increase of $5,995.10 and a new contract maximum of $777,387.10; and authorize the Chair to sign.

 

EXECUTIVE SUMMARY:  Attached for your approval, is the Fourth Amendment to the Agreement between County of Lake and Crestwood Behavioral Health for Adult Residential Support Services and Specialty Mental Health Services for Fiscal Year 2015-16.

 

BACKGROUND AND DISCUSSION:  Crestwood Behavioral Health has numerous facilities throughout the State of California and serves multiple Lake County Medi-Cal beneficiaries.  Crestwood Behavioral Health facilities include Skilled Nursing Facilities (SNFs), Mental Health Rehabilitation Centers (MHRCs), Adult Residential Facilities (ARFs), Community Programs, and Residential Facilities for the Elderly where clients are offered a continuum of care and treatment from traditional psychiatric services to innovative recovery programs geared toward community reintegration.  

 

A Lake County Medi-Cal beneficiary is placed at Crestwood Modesto and the beneficiary’s insurance was changed by Social Security in error for the period of 5/1/16 through 5/3/16; therefore, the charges were denied by Medi-Cal when billed by Crestwood. Now that the insurance has been corrected, the charges are unbillable due to time limits.

FISCAL IMPACT (Narrative): Due to all of the above reasons, Lake County Behavioral Health (LCBH) is accepting responsibility to reimburse the Contractor for the unbillable daily IMD rate of $192.10 per day in order to maintain the positive working relationship LCBH currently has with Crestwood.  Funds in the amount of $5,995.10 will be added to the contract which was $774,392 for a new contract maximum of $777,387.10.
