MEMORANDUM

TO: Board of Directors-Kelseyville County Waterworks District #3
FROM: Jan Coppinger, Special Districts Administrator
DATE: June 20, 2017
SUBJECT: (Sitting as the Kelseyville County Waterworks District #3) - Consideration and Discussion of Proposed Solar Facilities at Kelseyville County Waterworks Dist. #3 Treatment Plant
EXECUTIVE SUMMARY:

Kelseyville County Waterworks currently pays over $150,000 per year to PGE and the costs are steadily increasing. We have been looking into solar facilities and found that a floating solar system is now available. This system would be placed directly in the treatment pond and in addition to generating electricity, would help reduce algae growth in the pond.
We have had some informal discussions with salesmen and knowledgeable solar experts on the system and would like to solicit formal proposals. The system that would most likely be needed to generate power for Kelseyville County Waterworks will cost in the range of $700,000 to $900,000. Lease to own options are available with payments offset by PG &E savings.
The goal would be to decrease monthly electricity costs by more than the monthly payment for the equipment so the district could realize an immediate decrease in costs and expect a drastic decrease in operating costs in the long term. (Approx. 10 years)
