SUBJECT: Award Bid No. SD17-03, Clearlake Oaks Intertie Control Valve Project and Approve Contract with HD Excavating; and authorize Special Districts Administrator to Issue the Notice of Award and sign Agreement.
EXECUTIVE SUMMARY:
Special Districts has been working towards the consolidation of the Paradise Valley Water District into the Clearlake Oaks County Water District. The intertie pipeline project, funded by a DWR grant funded through Proposition 84 to provide relief from the impacts of the drought, was previously completed by O.C. Jones and was expedited by a need to have the pipeline installed prior to the Caltrans overlay project on Highway 20. Negotiations continued with CLOCWD and the engineering design was completed on the valves and piping required to physically interconnect the two water systems. On March 20, 2017 the project was let for bid. Three bids were received and publicly opened on April 25, 2017.
The bids ranged in price from $577,587.50 to $832,640.00 with the apparent low bidder being HD Excavating of Lower Lake, CA. Attached for reference is the Bid Tabulation. Staff has reviewed the bid packages submitted as well as verified the license and debarment status for the bidders. The project is to be funded primarily with the Proposition 84 grant monies with local sources accounting for a small portion of the project cost.
