SUBJECT:                     (a) Approve Contract by and between Lake County Watershed Protection District and White and Sons Boatworks for the Vessel Salvage Grant Program (SAVE) not to exceed $23,040 and authorize the Chair to sign; and (b) Approve Contract by and between the Lake County Watershed Protection District and Enterprise Towing for the Vessel Salvage Grant Program (SAVE) not to exceed $34,560 and authorize the Chair to sign.

EXECUTIVE SUMMARY: Following Board direction from April 11, the Water Resources Department issued a second solicitation for bids on the state-supported vessel salvage program offering the option for contractors to provide either land-based or marine-based services or both. White and Sons allowed us to consider their original submission in the second solicitation. Two other proposals were received from vehicle towing companies. The consultant review panel determined that the proposals from Enterprise Towing and White and Sons were acceptable. The contracts presented here today split the work into a marine component and a land component. White and Sons will be provided $23,040 for the marine work; Enterprise Towing will be awarded $34,560 for the land-based work. To best position the County for receipt of additional funding, we will likely need to expend a significant portion of the existing funds prior to the end of August this year.
