SUBJECT: Adopt Resolution Authorizing the Cancellation of Lake County Sanitation NW Sewer Replacement Designation in the Amount of $150,000.00 to Pay for Emergency Expenses during the 2017 Storm Event.
EXECUTIVE SUMMARY:
The heavy rainfall combined with high lake levels during the months of January, February and March 2017 caused a significant challenge at the Northwest Regional Sewer System. In order to prevent sewer spills and to protect the health and safety of the public and the environment, Lake County Sanitation NW hired several septic haulers to convey additional flows from lift stations to the treatment plant and continuously run all pumps throughout the duration of high lake levels. The additional emergency activities caused Lake County Sanitation NW to incur significant increase in the District's overall operation and maintenance expenses.
In order to pay the septic haulers and other storm related expenses, Lake County Sanitation NW had to deplete its O&M Reserves and canceled various O&M projects. Lake County Sanitation NW's estimated storm related expense is approximately $373,282.00. $150,000 remains to be paid. In order to pay the remaining emergency expenses, LACOSAN NW needs to cancel $150,000.00 from Sewer Replacement Reserve Designation.
Lake County Sanitation NW submitted insurance claims to McLarens and currently working with FEMA/CALOES on its Federal/State Disaster Claims. Lake County Sanitation NW will replenish its Sewer Replacement Reserve Designation once reimbursement payment is received.
