SUBJECT: Approve Amendment Seven to Agreement between the County of Lake and Quincy Engineering, Inc. for Four (4) Bridge Replacement Projects and Two (2) Bridge Rehabilitation Projects for an increase of $10,370.36 and a contract amount of $1,364,007.46; and authorize the Chair to sign
EXECUTIVE SUMMARY: On September 27, 2011, the Department of Public Works entered into an Agreement with Quincy Engineering, Inc. for Engineering Services for Four (4) Bridge Replacement Projects and Two (2) Bridge Rehabilitation Projects in Lake County, CA. The Agreement was modified by Modification One and Amendments One thru Six to allow for the completion of extra work which was required during the design phase and to extend the term of the Agreement.
Additional effort is needed in order to facilitate the right of way acquisitions, as the number of affected parcels has increased, and to coordinate the utility relocation for the Robinson Creek project.
This amendment will provide for the additional effort required for Task 8, “ROW Engineering” and Task 9, “Utility Coordination”. Caltrans has concurred with this amendment and associated costs are eligible for reimbursement. As a result of this amendment, the contract amount will be increased as indicated below by task and by bridge:

This project is 100% funded for construction with state and federal funds. The Federal Highway Administration (FHWA) and Caltrans offer Federal Highway Bridge Program (HBP) funds and California Toll Credit funds to eligible projects. The FHWA, in an agreement with Caltrans, provides for the use of toll credits in lieu of local matching funds.
Staff recommends that the Board of Supervisors approve Amendment Seven to the Agreement for Engineering Services for Four (4) Bridge Replacement Projects and Two (2) Bridge Rehabilitation Projects in Lake County, CA, with Quincy Engineering, Inc. in the amount not to exceed $1,364,007.46 (an increase of $10,370.36) and authorize the Chairman to execute said Amendment.
