SUBJECT: Adopt Resolution to Appoint Jan Coppinger, Lake County Special Districts Administrator as the Environmental Officer for the Anderson Springs Septic to Sewer Project

EXECUTIVE SUMMARY:
On May 23, 2017 your Board passed resolution number 2017-64 approving an application for funding and the execution of a grant agreement and any amendments thereto from the wildfire disaster community development Block Grant Funding Allocation (CDBG) Program.

This resolution authorized Carol J. Huchingson, County Administrative Officer, to sign the application and act on the County's behalf in all matters pertaining to this application.
Per the CDBG Grant Management Manual, Chapter 3, Environmental Review Requirements, Subpart B, regarding who is designated to make sure the NEPA requirements are met, the Grantee, County of Lake/Board of Supervisors, must designate a Certifying Officer to ensure compliance with NEPA, and all the other CDBG program requirements. The manual states that the grantee should designate an Environmental Officer who can be the grant administrator who oversees the work of the consulting engineer.
Justin Witt, Environmental Engineer with Brelje & Race has been hired to perform the NEPA documents. The Environmental Officer will facilitate communications between the engineer and any agencies that have comments or concerns with the project. The Environmental Officer will also coordinate the local public notice, facilitate agency comments, and complete (signs) the forms. The grantee is responsible for complying with the NEPA rules, issuing the public notification through that department of the grantee, and ensures the Environmental Review Record is complete and available to the public.
