SUBJECT:                     (Sitting as the Lake County Sanitation District, Board of Directors) - Adopt Resolution Authorizing Special District’s Administrator to Sign Funding Agreement in the Amount of $1,123,000 with United States Department of Agriculture-Rural Utilities Service for the Anderson Springs Sewer Project

 

EXECUTIVE SUMMARY:

 

In September 2015, 198 of the 212 homes in the Anderson Springs Community burned in the Valley Fire. Most of these homes cannot be rebuilt under current building and set back codes without a sewer system. Various agencies and individuals have been working together to fund and construct a sewer system.  The State Water Resources Control Board granted a $564,000 Planning Grant for Engineering, Design and Survey work. That work is nearing completion and we have applied for construction funding with SWRCB, United States Department of Agriculture-Rural Utilities Service (USDA-RUS) and Community Development Block Grant (CDBG). The estimated cost of the sewer system is $10,580,763. Applications have been submitted as follows:

SWRCB -                     $7,401,000

USDA-RUS - $1,123,000

CDBG                       $1,994,263

Donations from Lake County Rising, Walmart and the Anderson Springs Alliance totaled $62,500.

USDA-RUS has approved the funding application that was submitted in the amount of $1,123,000 and is requesting signatures on the Grant Agreement.

Staff recommends your Board Adopt Resolution Authorizing Special District’s Administrator to Sign Funding Agreement in the Amount of $1,123,000 with United States Department of Agriculture-Rural Utilities Service for the Anderson Springs Sewer Project
