SUBJECT: Approve the Agreement between the County of Lake and FIRST 5 Lake Commission for the Mother-Wise Program (Post-Partum Depression Initiative) for Fiscal Year 2017-18 in the amount of $65,000 and Authorize the Board Chair to sign the Agreement.

EXECUTIVE SUMMARY: Attached, for your approval, is the Agreement between the County of Lake and FIRST 5 Lake Commission for the Mother-Wise Program (Post-Partum Depression Initiative) for Fiscal Year 2017.18.

BACKGROUND AND DISCUSSION: In 2010, FIRST 5 Lake Commission developed a comprehensive service model to address the issue of Post-Partum Depression in mothers of newborn children in Lake County. Lake County Behavioral Health (LCBH) has continued to support the Mother-Wise Program under the Post-Partum Depression Initiative as this program continues to make a difference in the lives of mothers and their newborn infants in Lake County.

As LCBH has had a successful working relationship with First 5 Lake Commission and the Mother-Wise Program, and we would like to continue the current and future work being done in the area of Post-Partum Depression, LCBH is requesting to waive the formal bidding process, pursuant to Lake County Code Section 38.2 as it is not in the public interest due to the unique nature of goods or services.

FISCAL IMPACT (Narrative): The total amount budgeted for Prevention and Early Intervention (PEI) Programs for Fiscal Year 2017-18 is $185,344 of which LCBH is requesting the approval of the Agreement with First 5 Lake Commission for Fiscal Year 2017-18 for a contract maximum of $65,000.

This contract is funded through the Mental Health Services Act (MHSA) Prevention and Early Intervention funds.
