SUBJECT: Adopt Resolution Approving a Controlled Access Highway Agreement with the State of California - State Highway Route 29 and authorize Chair to execute Agreement
EXECUTIVE SUMMARY: The California Department of Transportation (Caltrans) and the Federal Highway Administration (FHWA) have embarked on a project along State Route 29 in Lake County to improve east-west connectivity in this portion of the state and handle projected traffic volumes on this highway. . In Lake County, the existing highway system consists primarily of two-lane facilities in rolling to mountainous terrain. The project corridor is located between the communities of Lower Lake and Kelseyville, from 0.6 mile north of junction 29/281 to 0.6 mile north of junction 29/175, and is approximately 8.0 miles in length. The current highway is a rural two-lane road that lacks the capacity to safely and effectively accommodate anticipated traffic growth. By expanding the section of highway to four lanes with controlled access, capacity would be increased and highway safety would be significantly improved.

The State of California, acting thru the California Department of Transportation, entered into a Freeway Agreement with the County of Lake on April 26, 1971. The agreement related to improvements along a portion of State Route 29 from 0.6 mile north of junction 29/281 to 0.6 mile north of junction 29/175. The State has recently denominated the "freeway" designation to a "controlled access highway" and would like to enter into a Controlled Access Highway Agreement with the County, as attached.

The attached resolution, if adopted by the Board, will approve the Agreement and will authorize its execution.

I recommend that the Board of Supervisors adopt the Resolution Approving the Controlled Access Highway Agreement and authorize the Chair to execute said Agreement.
