SUBJECT: Consideration of Approval of Joint Powers Agreement with Yolo County Flood Control and Water Conservation District for a Power Purchase Agreement.
EXECUTIVE SUMMARY:
Yolo County Flood Control and Water Conservation District (YCFCWCD) owns and operates a hydroelectric power plant in Lake County. The plant generates more power than they can use and they have offered to enter into a power purchase agreement with Lake County to transfer the excess power generated to Lake County.
PGE now offers a green power net metering program that allows local government agencies to use generation of renewable power to offset power costs. The program is called Renewable Energy Self Generation Bill Credit Transfer (RES-BCT). This program will allow up to 50 meters to be identified as “benefiting” accounts that draw power from the YCFCWCD’s “Generating” account. Power that is generated will be credited and the benefiting accounts will draw from the credit. Generated power that is not used will be carried over to the following billing cycle. This program does require each “benefiting” meter pay $30.00 per month to track the credits and usage, as well as a one-time fee of $500.00 to establish the account.
Under the terms of this power purchase agreement, YCFCWCD will pay the one-time fee of $500.00 and they will pay one half of the $30.00 per meter charge each month. ($15.00)
The County will pay one half of the $30.00 per meter charge ($15.00) and will pay YCFCWCD for power used from their facility at a cost of 92.5% of the rate PGE charges. If the hydroelectric facility does not generate sufficient power to supply the benefiting meters, the balance of power will be supplied by PGE at their normal rates.
Benefiting meters can be added or removed from the program on an annual basis.
The County will add the PGE meters that have the highest usage to maximize the benefit to the County.
The hydroelectric power plant generates maximum power during the spring when water levels are high. The power is tracked and “banked” by PGE and accounts utilizing the power will draw from the “banked” power until it is exhausted. When the “banked” power is exhausted, the meters will be provided power from PGE at the normal PGE rates.
