SUBJECT: (Sitting as Lake County Air Quality Management District, Board of Directors) - Approve Year 16 Carl Moyer Program Bus Replacement Agreement for Kelseyville Unified School District, and authorize the Chair to sign the agreement.
EXECUTIVE SUMMARY:
The District received $200,000 in Year 16 Carl Moyer Program (CMP) grant funds from the State Air Resources Board (ARB) in Fiscal Year 2014/2015. The funding proposed herein would utilize Year 16 funds presently available. Projects using Year 16 funding are to be completed by June 30, 2018. School Bus replacement funding is capped at $165,000.00 per diesel fueled school bus.
District staff has been soliciting applications and providing program descriptions, but no local projects could qualify. With the passage of SB 513 in 2015, ARB was able to rewrite the guidelines for the grant program with a lower cost effectiveness limit for School Bus projects. With these new guidelines, we are able to qualify more projects and use the funds locally.
Currently the Kelseyville Unified School District is the only School District that submitted applications for school bus replacements. The project proposed below has been determined to be viable and able to meet all necessary requirements of the grant program within the timeframe for this funding cycle and is recommended for funding approval at this time:

Replacing a 1988 Thomas Saf-T-Line bus powered by a Caterpillar 3208, 250hp diesel engine, Serial #02Z42328 with a 2018 Thomas Saf-T-Liner HDX 141YS School Bus.
