SUBJECT: Approve Contract Between the County of Lake and North Coast Opportunities/Rural Communities Childcare for the Provision of CalWORKs Stage One Child Care in the Amount of $70,000.00, from July 1, 2016 to June 30, 2019; and authorize the Chair to Sign.
EXECUTIVE SUMMARY:
As your Board is aware, the Lake County Department of Social Services (LCDSS) has contracted with North Coast Opportunities/Rural Communities Child Care (NCO/RCCC) since 1998 to administer the Stage One Child Care program for California Work Opportunity and Responsibility to Kids (CalWORKs) recipients. CalWORKs legislation provides for a seamless system of child care for Welfare-to-Work (WTW) participants. Child care administration and funding, under CalWORKs, is split into three categories: Stage One, for which LCDSS is responsible, and Stages Two and Three, for which the local Alternative Payment Provider (APP) is responsible. NCO/RCCC is Lake County’s APP. Pursuant to CalWORKs legislation, LCDSS has the option to contract with the local APP for the provision of Stage One. We recommend that the county continue to exercise this option. You will notice that this Contract commences July 1, 2016. Due to staffing changes and transitions in job duties at LCDSS, this Contract was not completed until recently. Fortunately, the previous Contract contained a provision allowing LCDSS and NCO/RCCC to continue providing services on a month-to-month basis after that Contract terminated June 30, 2016.
