SUBJECT: Approve the Agreement between the County of Lake and Women's Recovery Services for Substance Use Disorder Residential and Detoxification Services for Fiscal Year 2017-18 in the amount of $30,000 and Authorize the Board Chair to sign the Agreement.

EXECUTIVE SUMMARY: Attached, for your approval, is the Agreement between the County of Lake and Women's Recovery Services (WRS) for Substance Use Disorder Residential Treatment and Detoxification Services for Fiscal Year 2017-18. Under this Agreement, Alcohol & Other Drug Services, a division of Lake County Behavioral Health (LCBH) is obligated to pay $107.00 per day for single women with no children, $124.00 a day for women with one (1) child; and $140.00 a day for women with two (2) children.
BACKGROUND AND DISCUSSION: WRS was founded in 1975 with the mission of providing residential addiction treatment exclusively for women. WRS has been providing substance abuse treatment for women for over 35 years. WRS has been licensed in Addiction Treatment in the State of California since 1975.

As LCBH has had a successful ongoing working relationship with WRS for Substance Use Disorder Residential and Detoxification Services, it is in the best interest to continue this working relationship. We are requesting to waive the formal bidding process, pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of goods or services.

FISCAL IMPACT (Narrative): The total amount budgeted for Substance Use Disorder Services for Fiscal Year 2017-18 is $194,000 of which LCBH is requesting approval of the Agreement with Women's Recovery Services for Fiscal Year 2017-18 for a contract maximum of $30,000.
