SUBJECT: Approve the Agreement between County of Lake and Redwood Community Services, Inc. for Substance Use Disorder (SUD) Services for Fiscal Year 2017-18 in the amount of $150,000 and Authorize the Board Chair to sign the Agreement.
EXECUTIVE SUMMARY: Attached, for your approval, is the Agreement between the County of Lake and Redwood Community Services, Inc. for SUD Services for Fiscal Year 2017-18.

BACKGROUND AND DISCUSSION: Lake County Behavioral Health (LCBH) is required to make available substance abuse treatment to women of Lake County who are either pregnant or post-partum. These services, referred to as "perinatal services", are specifically designed to address the substance use issues related to this high risk population. Services include group and one-to-one treatment either as intensive outpatient program (IOP) services or as outpatient drug free (ODF) services which are provided by certified substance abuse counselors. In addition, transportation will be provided as necessary and case management and childcare will be provided in a safe, welcoming, State certified setting.

Lake County Behavioral Health has contracted with Redwood Community Services, Inc. in the past and has confidence that they will be able to provide quality services in a meaningful and fiscally efficient manner; therefore, we are requesting to waive the formal bidding process, pursuant to Lake County Code Section 38.2 as it is not in the public interest due to the unique nature of goods or services.
