SUBJECT: Approval of Agreements between the County of Lake and Coleman Environmental for
Abatement/Demolition of three (3) sub-standard structures

EXECUTIVE SUMMARY:

The Community Development Department requests the Board's approval of the attached three (3) agreements with Coleman Environmental for Asbestos Removal and Demolition of the sub-standard structures. The bid request was sent to five (5) local contractors, with only two (2) contractors responding. One of the contractors; Westlake Environmental bid the asbestos removal only, the other contractor; Coleman Environmental bid both the asbestos removal and demolition of the structures. Attached to this memo is a copy of the bid recap for reference. The dollar amount of each contract reflects the total amount for asbestos removal and demolition for each individual property.

The properties consists of abandoned, substandard structures that are not secure from unauthorized entry and they all have suffered further damage from being exposed to the elements. The properties are uninhabitable and overgrown with weeds, shrubs, brush and pose a fire hazard to the neighborhood. To date, no action has been taken by any of the property owners.

The reason for the higher cost of asbestos removal and demolition for the property located at 9661 Elliot Street is there is more asbestos identified; drywall and texture throughout the structure that is to be removed, and there is additional debris towards the rear of the property that is to be removed.

The basis for the three (3) separate contracts to the same contractor is for cost accounting/tracking purposes and so that the contractor can be paid after completing each individual project and not having to wait until all three projects are comple...
