SUBJECT: Consideration of Agreement between the County of Lake and SCS Engineers for Field Investigation, Engineering Analyses, and Preliminary Design Services for the Eastlake Landfill Expansion Project
EXECUTIVE SUMMARY: In March of this year the Board of Supervisors directed staff to move from the site suitability analysis phase of the Eastlake Landfill Expansion Project to the field investigation, engineering analysis, and preliminary design phase. To that end, staff solicited a scope of work proposal from SCS Engineers, the firm previously selected by the County consultant selection board as the most qualified to complete the work. The proposed agreement will implement that scope of work which includes research and field investigations in the subject areas of geotechnical, geologic, hydrology, hydrogeology, botanical/biological resources, and cultural/archaeological resources; engineering analyses culminating in a preliminary design; and updated cost estimates. This work is projected to last approximately one and a half years, at which time we would progress to the environmental review and permitting stage.

FISCAL IMPACT (Narrative): Funding for this work is included in the FY 17/18 budget and will be included in subsequent fiscal year budgets.
RECOMMENDED ACTION: Staff recommends that the Board of Supervisors Approve Agreement between the County of Lake and SCS Engineers for Field Investigation, Engineering Analyses, and Preliminary Design Services for the Eastlake Landfill Expansion, and authorize the Chair to sign.
