SUBJECT: Approve Agreement between the County of Lake and Far Western Anthropological Research Group, Inc. for Archaeological Services for the Eastlake Elementary Safe Routes to School and Community Development Block Grant Project, in Clearlake Oaks, CA in an amount not to exceed $90,045.85; and authorize the Chair sign.

EXECUTIVE SUMMARY: On July 11, 2016, the Department of Public Works issued a Request for Proposals (RFP) for Archaeological Services for Data Recovery Implementation on the Eastlake Elementary Safe Routes to School and Community Development Block Grant Project.

Proposals were received from Analytical Environmental Services, Evans & De Shazo, Far Western Anthropological Research Group, Garcia and Associates and Alta Archaeological Consulting as a result of the solicitation. A Consultant Selection Board (CSB) reviewed the proposals in accordance with Caltrans Local Assistance Procedures Manual (LAPM), Chapter 10, and the County of Lake policy for review and selection of professional consultants, and ranked Far Western Anthropological Research Group first. Staff negotiated the proposed fee with Far Western Anthropological Research Group and they have agreed that the fee for their services will not exceed $90,045.85.

The project is funded through a combination of Federal Safe Routes to School, State Community Development Block Grant and Local funds. The project is 100% funded through construction with federal, state and local funds.

Staff recommends that the Board of Supervisors approve the Agreement for Archaeological Services for the Eastlake Elementary Safe Routes to School and Community Development Block Grant project with Far Western Anthropological Research Group, Inc. in the amount not to exceed $90,045.85 and authorize the Chair to execute said Agreement.
