SUBJECT: (Sitting as Lake County Air Quality Management District, Board of Directors) - Approve Agreement between the Lake County Air Quality Management District and Kelseyville Unified School District for the Year 16 & Year 17 Carl Moyer Program project funding, and authorize the Chair to sign.

EXECUTIVE SUMMARY:
The District received $200,000 in Year 16 and $200,000 in year 17 Carl Moyer Program (CMP) grant funds from the State Air Resources Board (ARB) in Fiscal Year 2014/2015 and 2015/2016. The funding proposed herein would utilize the remaining Year 16 funds and a portion of Year 17 funds presently available. Year 16 project funding must be completed by June 30, 2018. School Bus replacement funding is capped at $165,000.00 per diesel fueled school bus.
This project along with the previously funded bus were previously not eligible for funding, but with the passage of SB 513 in 2015, ARB was able to rewrite the guidelines for the grant program with a lower cost effectiveness limit for School Bus projects. With these new guidelines, we are able to qualify more projects and use the funds locally.
Currently the Kelseyville Unified School District is the only School District that submitted applications for school bus replacements. Additional projects are being solicited from all school districts. The project proposed below has been determined to be viable and able to meet all necessary requirements of the grant program within the timeframe for this funding cycle and is recommended for funding approval at this time:

Replacing a 1990 Thomas Saf-T-Line bus powered by a Cummins C6, 240hp diesel engine, Serial #44420644 with a 2018 Thomas Saf-T-Liner HDX 141YS School Bus.
