SUBJECT: Consideration of Resolution Approving Agreements for the Purchase of Right-of-Way for the South Main Street - Soda Bay Road Improvement Project and Authorizing the Chair to execute the purchase Agreements of Behalf of the County of Lake.

EXECUTIVE SUMMARY: The South Main - Soda Bay Road Improvement project is slated for undergrounding of the utilities in the spring of 2018. In order to meet the schedule the acquisition of portions of effected properties through fee title must occur.
By approving the purchase of fee title acquisition at the appraised fair market value for a portion of the listed parcels (Attached to the Resolution as Exhibit A) and authorizing the County Administrative Officer or the Public Works Director to execute necessary documents, the process will be expedited and enable the County to secure the necessary right of ways in time to proceed with utility undergrounding.
Funding for the project comes from a variety of sources to include the State Transportation Improvement Program (STIP), Federal Demonstration Program, Lake Area Planning Council Local Transportation Funds, County of Lake road funds, and utility company tariffs and contributions.
The proposed resolution attached to this memorandum, if adopted by your Board, will accomplish the above recommendation.
Staff recommends that the Board of Supervisors approve the purchase of fee title acquisition on the list of parcels attached to the Resolution and marked Exhibit A, and authorize the County Administrative Officer, the Public Works Director or his designee to execute the necessary documents.
