SUBJECT                     Approve Amendment One to Agreement between the County of Lake and Quincy Engineering, Inc. for Construction Management Services for Replacement of Anderson Creek Bridge at Foard Road (14C-0076 and Dry Creek Bridge at Dry Creek Road (14C-0070) in Lake County, California in the amount not to exceed $368,594.56, and Authorize the Chair to Sign.

 

EXECUTIVE SUMMARY:  On June 28, 2016, the Department of Public Works entered into an Agreement with Quincy Engineering, Inc. for Construction Management Services for Replacement of Anderson Creek Bridge at Foard Road (14C-0076) and Dry Creek Bridge at Dry Creek Road (14C-0070) in Lake County, CA.

Additional effort was needed in order to meet the construction schedule, facilitate contractor’s activities, and address project-related issues. Consequently, construction of both bridges has been successfully accomplished and all project-related issues have been resolved.

This amendment will provide for the additional effort required for Task 2, “Construction Field Inspection and Management” and Task 6, “Post Construction Services”. This amendment also captures efficiencies in completing other tasks thru re-allocation of the remaining task budgets. Caltrans has concurred with this amendment and associated costs are eligible for reimbursement. As a result of this amendment, the contract amount will be increased as indicated below:

This project is 100% funded for construction with state and federal funds. The Federal Highway Administration (FHWA) and Caltrans offer Federal Highway Bridge Program (HBP) funds and California Toll Credit funds to eligible projects. The FHWA, in an agreement with Caltrans, provides for the use of toll credits in lieu of local matching funds.

Staff recommends that the Board of Supervisors approve Amendment One to the Agreement for Construction Management Services for Replacement of Anderson Creek Bridge at Foard Road (14C-0076) and Dry Creek Bridge at Dry Creek Road (14C-0070) in Lake County, CA, with Quincy Engineering, Inc. in the amount not to exceed $368,594.56 (an increase of $27,084.84) and authorize the Chairman to execute said Amendment.
