SUBJECT: Consideration and Approval of the Award of Bid for the Eastlake Elementary Safe Routes to School and Community Development Block Grant Project; Bid No. 16-16, Federal Aid Project No: SRTSL-5914(097), and authorize the Chair to sign the attached Notice of Award and execute the Agreement.

EXECUTIVE SUMMARY: The Purchasing Department publicly opened bids for the subject project on Tuesday, August 22, 2017. Two (2) bids were received and the apparent lowest responsible bidder was Granite Construction Company, of Ukiah, CA. Please refer to the attached bid tabulation. This project has a CDBG & SRTS Base Bid and a SRTS Additive Alternate Bid 1. Award of the project is based on the total of the Base Bid and Additive Alternate Bid 1 combined.
The project is fully funded from the Safe Routes to School and Community Development Block Grant programs. The scope of the project is the installation of curb, gutter, sidewalk, minor drainage improvements and solar street lights in the community of Clearlake Oaks.
Staff recommends that the Board of Supervisors award the Contract for the Eastlake Elementary Safe Routes to School and Community Development Block Grant Project to Granite Construction Company for the Base Bid in the amount of $4,895,664.40 and the Additive Alternate Bid 1 in the amount of $257,983.14 for a total amount of $5,153,647.54 and authorize the Chair to sign the Notice of Award and execute the Agreement.
