SUBJECT: Consideration and Discussion of the Need for Development of Standardized Language which would allow Local Disaster Survivors to Reside (or Continue to Reside) in RV’s, MHU’s (Manufactured Housing Units) Purchased from FEMA, and other Types of Non-Standard Housing for a Time Limited Period
EXECUTIVE SUMMARY:
During our September 26, 2017 agenda under Public Input, concern was raised about disaster survivors’ needs to reside or continue to reside in RV’s, MHU’s or other types of non-standard housing. Staff has also been contacted by CalOES/FEMA very recently about the apparent barriers to the permitting process experience by disaster survivors who have purchased FEMA MHU’s.
I am requesting an opportunity to engage in discussion on this topic with the full Board, to consider solutions and give possible direction to staff. In light of the housing shortage resulting from the wildfire disasters and the time it takes to rebuild, I believe we need to develop standardized language to allow for such non-standard housing for a time limited period.
