SUBJECT: Consideration of an Urgency Ordinance Prohibiting Rental Housing Price Gouging in the County of Lake during a State of Emergency
EXECUTIVE SUMMARY:
As you are aware, we received reports in the wake of past disasters of rent gouging and other unfair business practices; reports of people seeking to take advantage of vulnerable customers and lucrative insurance company reimbursements.
Our Board has strongly responded in the past, including offering Urgency Ordinance number 3033 October 6, 2015, which imposed $20,000 fines upon those found to be unfairly raising rental housing prices.
I recommend that we again make a strong statement that this community will work together to respond to disaster, and predatory business practices will not be tolerated, through passage of this Urgency Ordinance, which reactivates the $20,000 fines in the Sulphur Fire State of Emergency.
