SUBJECT:                     (a) Consideration of Resolution to join the Rural Counties Representatives of California Environmental Services Joint Powers Authority (ESJPA); and (b) Designate a member of the Board of Supervisors to act as the County’s authorized delegate to the ESJPA Board of Directors, and authorize the County Public Services Director, or his/her designee, to serve as Alternate Delegate

 

EXECUTIVE SUMMARY: The Rural Counties Representatives of California’s Environmental Services Joint Powers Authority, hereinafter referred to as the “ESJPA”, is a local government entity that provides regulatory advocacy and technical assistance to its member counties for the planning, management and operation of solid waste programs, as described in the attached Agreement. The ESJPA was formed in 1993 to assist the State’s rural counties to comply with regulatory requirements and waste diversion goals in response to an ever increasing number of State and federal mandates regarding solid waste management. Twenty-three rural California counties are currently members of the ESJPA, and staff believes it is in the best interest of Lake County to become a member of the ESJPA.

FISCAL IMPACT (Narrative):  The cost to be a member is $6,000.00 annually and will be paid out of the Solid Waste Enterprise Fund.
