MEMORANDUM

TO: Jeff Smith, Chairman, Board of Supervisors
FROM: Brian L. Martin, Sheriff/Coroner/OES Director
DATE: November 7, 2017
SUBJECT: (a) Approve submission of FY2017 State Homeland Security Grant Application in the amount of $139,894; (b) Authorize the Sheriff to sign the grant application; and (c) Authorize the Chairman of the Board or County Administrative Officer to sign the grant assurances.

EXECUTIVE SUMMARY:
The US Department of Homeland Security is providing funding through the Homeland Security Grant Program. This is the seventeenth year this funding has been available.

This grant provides monies for agencies to enhance their capabilities to prevent, respond to, and recover from terrorist attacks, major disasters and other emergencies.

The State Homeland Security grant program (SHSGP) has allocated $139,894 for this cycle. These funds can be used for planning for homeland security and emergency operations, the purchase of specialized equipment, training costs and exercises, and the management and administration of these strategies. They can also be used for planning activities associated with vulnerability assessments and the development of security plans and organizational activities

The anti-terrorism board met on January 9, 2017, to review the proposals submitted from various entities. The grant application is due to the State no later than November 1, 2017. Due to the recent fire activity an extension has been granted in order for your Board to approve the document.

Each page of the grant assurances must be initialed in blue ink by either the Chairman of the Board or the County Administrative Officer.

We request your Boards' approval to submit this grant application in the amount of $139,894. Upon grant approval, the funds will be allocated in the Sheriff/Office of Emergency Services budget unit 2704 for fiscal year 2017/18 by separate resolution.
