SUBJECT:                     Consideration of Inmate Telephone and Video Visitation Service Agreement with Inmate Calling Solutions, LLC

 

EXECUTIVE SUMMARY:   On July 1, 2015,  the Sheriff’s Department, with the assistance of Praeses, issued a Request for Proposal (RFP), for an Inmate telephone system at the Lake County Jail, Hill Road Facility.  The Sheriff’s Department is currently on a month to month contract with Global Telelink to provide these services.   The RFP was posted on both the Sheriff and County’s website, in addition to being sent to ICSolutions, Legacy Inmate Communications, Lattice Incorporated, GTL and Securus. 

 

On May 25, 2016, a Consultant Selection Board (CSB), consisting of Correctional Captain Greg Hosman, Lieutenant Jason Findley, Information Technology Director Shane French, Rosemary Townsend and Chief Deputy District Attorney Rich Hinchcliff, reviewed each of the proposals in great detail.  Once a vendor was recommended, there were numerous delays due to the ever-changing FCC regulations involving inmate phone services.

 

A contract was negotiated with Inmate Calling Solutions and is attached for your approval.    Staff will be available to answer any questions from either your Board or members of the public.

FISCAL IMPACT (Narrative):   There is no cost to the county general fund.   Any revenues generated by the inmate phone contract are deposited in the Inmate Welfare Fund budget unit 2215.

RECOMMENDED ACTION:  The Sheriff’s Department recommends approval of the Inmate Telephone and Video Visitation Service Agreement with Inmate Calling Solutions, LLC.
