SUBJECT:                     Approve Purchase and Installation of Two Booster Pumps from Cal-Tech Pump Well and Water Treatment, for Phase I and Phase II at the Lake County Jail, Hill Road Facility in the amount of $49,256.63; and authorize the Public Services Director to sign the Notice to Proceed.

EXECUTIVE SUMMARY:  The Lake County Jail/Hill Road Facility has recently been experiencing failures in both the Phase I and Phase II water booster pumps.  There is the possibility of imminent failure of the Phase I & II Booster Pumps. The Phase I booster pump is a two motor system. One motor has failed. The second motor has an aqua stat failure and impeller failure that was re-welded. The impeller had to be repaired as there are no longer any replacement parts. The Phase II booster pump is a two motor system as well. One motor has failed. There is an operating system failure switch over. Both pump systems are several generations behind the current products available. The facility will need full system replacements for both Phase I & II. 

 

The water entering the facility in Phase I is approximately 32 psi and should be boosted to 70-80 psi to ensure the toilets, showers, laundry and kitchen have sufficient water pressure to function.    On October 25, 2017, the water booster pump for Phase II was pumping water with too much pressure.  The Intake/suction was approximately 32 psi, and the supply/pressure side should have been at 60psi.  It was being boosted to 80psi with spikes of over 100psi at least once a minute.  This has caused issues with the toilet supply tubes separating and flooding as well as damaging the safety cell flooring in the sobering cells causing in excess of $15,000 in damage.  We have requested Cal-Tech do a temporary fix until such time as this purchase and installation can be approved by your Board and coordinated through Public Services.

Public Services have reviewed the Statement of Work and bid document, but because it exceeds the Department authority, your Board’s approval is required.
