SUBJECT: (Sitting as the Lake County Sanitation District, Board of Directors) - Consideration of (a) Waiving the Consultant Selection Process as it will not provide an additional benefit to the County or District; and (b) Approval of Engineering Services Agreement for Construction Management and Inspection in the amount of $357,000 with Brelje & Race for the Anderson Springs Sewer Project and Authorize the Chair to Sign
EXECUTIVE SUMMARY:
The capital project to install a sewer system in the Anderson Springs Community is progressing and has entered the construction phase. Brelje and Race Consulting Engineers designed the system, assisted with negotiations with Caltrans, directed environmental documents and requirements, and provided the 100% design and bid ready documents for construction. They answered contractor’s questions during the bidding period and conducted the pre-bid meeting held at Anderson Springs.
With their involvement and thorough knowledge of the design, specifications and bid documents, their assistance and oversight during the construction is critical. We would like to have them provide the Construction Management and Inspections Services throughout the construction of this project. This arrangement would require your Board’s authorization for sole source procurement. We have determined that competitive bidding would not provide an additional benefit to the County or district. We will avoid time delays and the project does require Brelje & Race’s thorough knowledge of the design specifications, bid documents and special requirements.
