SUBJECT: Consideration of Agreement Between the County of Lake and the City of Clearlake for Public Health and Environmental Health Assistance Under an Emergency Management Mutual Aid (EMMA) Plan
EXECUTIVE SUMMARY:
The attached Agreement is necessary to enable the County to perform site debris cleanup for the Sulphur Fire, within the city limits of Clearlake. In addition, the City will need to make a request that the County perform these services, which will serve as Exhibit “A” to the Agreement. This Agreement along with the City’s request that the County perform the services will enable the County to claim its costs for the services (labor and mileage). Pursuant to the Agreement, the City will reimburse the County for the required 6.25% share of cost for the services provided in the City as well as a modest administrative services fee.
The timing of the approval of this Agreement is critical now, given the need to initiate Sulphur Fire debris clean up as soon as possible. However, this Agreement can also be used in the event of a future disaster, simply by expanding on Exhibit “A” with additional requests that the County perform services for other events.
