SUBJECT: Appoint the Public Works Director and the County Administrative Officer, or their designees, to serve as the negotiating team for the purchase of easements relative to the following construction projects:
a. South Main Street - Soda Bay Road Corridor Improvement Project; and
b. Robinson Creek Bridge at Mockingbird Lane
EXECUTIVE SUMMARY:
The above referenced projects have reached the easement acquisition stage in their development. Both projects involve acquisition of easements through commercial business properties. As is customary in the acquisition of easements, the County has engaged the services of a firm highly experienced in establishing land values. That expertise, however, does not extend to valuing the potential impact on business operations. Establishing such value will require more in depth negotiation.
In such circumstances, County policy requires your Board to appoint a negotiating team. Staff is recommending that the negotiating team be comprised of the Public Works Director and the County Administrative Officer, or their designees.
