SUBJECT:                     

(a) Consideration of Continuation of a Proclamation of a Local Health Emergency  by the Lake County Health Officer;

(b) Update and Discussion on Sulphur Fire Recovery;

(c) Consideration of Establishing a Deadline Earlier than the State-mandated date of November 13, 2017 for Return of Right of Entry (ROE) Forms from Sulphur Fire survivor/owners to Participate in the County/State Debris Cleanup Program.

 

EXECUTIVE SUMMARY:

 

(a)                     The Health Services Department is requesting Board approval of the continuation of a Local Health Emergency Proclamation due to the recent Sulphur Fire activity.

 

(b)                     The County Administrative Officer is requesting time to provide updates and have a discussion on the recovery activities pertaining to the Sulphur Fire.

 

(c)                     Since posting this agenda item for Board consideration on November 7, 2017, staff has received further guidance from CalOES regarding establishment of a deadline for acceptance of ROE forms from Sulphur Fire owner/survivors, thus prompting this amended memorandum.

 

Given the magnitude of the cleanup effort required for burned homes in all counties impacted by the Northern California Wildfires which commenced on October 8th and October 9th, 2017, staff is advised that CalOES, in concert with the other state and federal agencies involved in the cleanup effort, has determined that November 13, 2017 is the latest possible date a County may use for its ROE return deadline.

 

Your Board may recall that in the Valley Fire cleanup effort, ROE return was allowed over a longer period of time.  However, the situation now, with major wildfires in multiple areas destroying thousands of homes, is quite different than the time of the Valley Fire.  The current massive cleanup is part of a coordinated effort by the state and federal agencies, intended to be completed as soon as possible to mitigate the impact of erosion problems and to stimulate recovery. 

 

Some of the impacted counties are establishing deadlines earlier than November 13, 2017.  However, staff opines that an earlier date would only serve to reduce the number of returned ROE’s, potentially having a negative impact on local recovery.
