SUBJECT: Approve Second Amendment to Memorandum of Understanding (MOU) by and between the County of Mendocino and the County of Lake for Sealer of Weights and Measures Service (Mendocino County Agreement No. 17-048), and authorize the Department Head to sign.
EXECUTIVE SUMMARY:
State law (Code Section 12200 of Business and Professions Code) requires that every county have an Agricultural Commissioner and Sealer. Currently, Mendocino County does not have a Sealer (due to retirement) and they have requested that I act as Interim Sealer until their position is filled.
At the time of your original approval, staff advised that if Mendocino County is unable to fill the vacant Sealer position by August 31, 2017, this MOU could be extended until such time as a viable candidate is in place. Mendocino County is now requesting to extend the MOU for an additional two months, from October 31, 2017 through December 31, 2017. There are no other changes to the MOU.
The workload of the Interim Sealer is not negatively impacting my workload for Lake County.
